I think the hospital zone is counting the TSK-marked cloth as hospital property and doesn't count towards the mood item total. A dwarf enters a strange mood but is waiting inside the claimed workshop for the next item (or hasn't yet claimed a workshop) for a month and a half. Coincidentally, the dwarf was burrowed in a fortress wide alert burrow when the mood started, but it appeared to have no effect on the item collection, since it continued after it was turned off. Noticed that this relationship is more-or-less how the dwarves in Dwarf Fortress must feel when they enter a strange mood. The strange mood dwarf collects cloth items indefinitely when their workshop is inside the hospital activity zone. I'm hovering my mouse over the dwarf, tried clicking on the dwarf, can't tell what they need to complete their strange mood.
